All matches shall be played in accordance with the laws of the game as laid down by the International Football Association Board, as issued by F.I.F.A and in accordance with the rules of the KNVB. In some cases local rules as described in this document apply.

The organizing clubs shall form an organizing committee (tournament committee) which shall be responsible for all arrangements in connection with the competition.

Validity: Due to possible changes up to the tournament, the latest version published on this website will always replace previous versions. Therefore always read the rules online.

    2.  Referees / Registration sheet

All matches will be controlled by referees affiliated to the KNVB

Each team must designate one person to act as linesman. The linesman stays at the same side during the match and is not allowed to indicate off-side.

Before the first game on Saturday, each team has to full fill a registration sheet which will be valid during the whole tournament.

 3.  Teams / Team leader

Teams sanctioned by their national football association are entitled to participate in this tournament.

Every team must be accompanied by an adult (over 18 years of age). The name, address and date of birth of this adult must be printed clearly on his team's registration sheet. This adult will be deemed to be the team leader and he will be
responsible for the behavior of his players, on and off the field of play.  He will be held responsible for the actions of his team within the sports complex and within all other facilities available to the group.

 4.  Age categories/dispensations

Prior to commencement of the tournament the team leader must submit, to the tournament committee, a registration sheet which contains the full name, date of birth and shirt number of every player in his team. All players must provide proof of their age and identity. They may be asked to show this proof at any time. The same player may participate in only one team during the whole tournament

 5.  Strip

Every team is obliged to bring a second choice strip of contrasting color. If, according to the referee, before the start of the match, the colors are too similar then the team mentioned first in the program must change.

 6.  Kick-off and duration of Play

The first named team kicks off, the second named team chooses the side.
All matches: 1 x 25 min
The competitions are started and ended centrally. The moment it is announced, it will end immediately.
That does NOT apply to an evt. penalty still to be taken. A ball that is already on its way and leads to a goal, still counts.

7.  Proceeding of the games / Substitutions

Players may only play for one team during the entire tournament. The match of the team in which this player playing illegally counts as lost (0-3).

In  U17, U15, U14 and U13 categories, 5 substitutions (including the goalkeeper) are allowed per game (a replaced player can play again in the same game). However, there are only two substitution moments in the match.

In U11, U12 and U13/9 categories, the number of substitutions for each game is unlimited. Substitution can be done during a time-out when allowed by the referee.

On the website you will find separate regulations with rules that apply to the U11, U12 and U13 categories.

8.  Classification

Preliminary rounds / Group games / Qualifying games

The final positions of teams in the preliminary rounds will be determined by the number of points attained.  The points system applied will be:

        -      3 points for a win
-      1 point for a draw
-      0 points for a loss

When 2 or more teams are level on points in their group the following rule will be applied to establish the classification:

         1.    Goal average;
2.    Most goals scored;
3.    The result of the match opposing the teams to decide between.

If none of these rules can decide the classification between two or more teams, penalty kicks will be taken.

 Classification games / Finals

In the event of a draw in classification or final game, penalty kicks will be taken in order to determine the winner. This penalty sequence will be limited to three penalties per team. In case of another draw after this sequence of three penalties, each team will have one further penalty kick, and this as many times as necessary to determine the winner of the game.

The penalty kicks are taken by the field players who are on the field during the match.

9.  Disciplinary action

A player who receives an official warning (yellow card) receives a five-minute time penalty.

When a player has been sent off for code 2 (denying a clear scoring opportunity) or has received 2 official warnings, he will be excluded from the next match. When a player is sent off due to code 3 to 7, the tournament committee will determine the number of matches of exclusion. The referee will inform the tournament committee about this immediately after the match. When a player receives a second red card, he will be excluded for the entire tournament.

When a coach/trainer has received two official warnings, he will be excluded from the next match. When a coach/trainer is shown a direct red card (code 8), the tournament committee will determine the number of matches of exclusion.

All misconduct reports arising from the tournament will be forwarded to the National Association of the host club who will forward these reports to the National Associations concerned.

In case of group matches (= placing matches - preliminary rounds) all results of a team will be rendered invalid in the following cases:

         -        If that team is not present on time without a valid reason
-        If that team uses an ineligible player,
-        If the referee has to abandon a game due to misconduct of players of that team.

10  Delay - Withdrawal

If a team isn’t present on the field 5 minutes after the time of the beginning of the game, this team is withdrawn by the organisers. If a team is withdrawn twice, it is excluded definitely from the tournament.

In case of withdrawal in a group game, the following rules are relevant:

           -          the opponent of the withdrawed team wins the game with the score 3 - 0
-          the opponent gains 3 points

In case of withdrawal in a semi-final or final game, the opponent of the withdrawn team wins the game with the score 3 – 0.

11  Protests

The referee’s decision in all matters concerning points of play shall be final and binding, therefore protests in this area are not accepted.  All other protests should be made only by the responsible team leader to the tournament committee no later than 15 minutes after the match.
